It is indeed a privilege to present the Annual Report of the High Court for the year gone by. The Committee considers this publication as a reflection of the institution’s continuing commitment to transparency, accountability and openness in its functioning, with the ultimate objective of strengthening public confidence in the administration of justice.

The present Report encapsulates the significant judicial, administrative and infrastructural developments during the year 2025 and provides a comprehensive overview of the functioning of the High Court and the subordinate judiciary.

The statistical information relating to the institution, disposal and pendency of cases before the High Court and the District Courts has been compiled from data collected at the end of each quarter and duly updated and collated at the close of the year.

The Report highlights the important events, initiatives and achievements of the year. It chronicles the various measures undertaken to strengthen judicial administration, improve access to justice, enhance court infrastructure and further the process of technological advancement in the justice delivery system.

The year 2025 witnessed several noteworthy developments. New judicial infrastructure was created, technological initiatives were expanded, and sustained efforts were made towards modernisation of court processes. Various national and institutional events, including Republic Day, Independence Day, Lawyers’ Day and Constitution Day, were observed with due solemnity and enthusiasm. The Report also records the important conferences, seminars, training programmes and other activities that contributed to the continued strengthening of the judicial institution.

As in the past years, the present Report has been organized into separate sections dealing with the Hon’ble Judges, the Registry, Administrative Committees, District Judiciary, Allied Institutions, Case Statistics, Accounts and other important aspects of judicial administration. Special emphasis has also been laid on infrastructure development, digital initiatives, capacity-building programmes and other significant institutional achievements during the year.

Like its previous editions, the Report represents a sincere endeavour to review the performance of the judiciary during the past year. The chapter titled ‘Introspection’ reflects upon both the accomplishments of the institution and the challenges encountered in the course of discharging its constitutional responsibilities.

To make the Report both informative and engaging, it incorporates carefully selected photographs of the Hon’ble Judges, officers of the Registry, important judicial events, court buildings and other noteworthy activities, presented in an aesthetically designed format.

The Committee expresses its sincere gratitude to Hon’ble the Chief Justice and the Hon’ble Judges of the High Court for their constant guidance, encouragement and support. The Committee also acknowledges the valuable cooperation extended by the District Judges, Judicial Officers and officers of the Registry constituting different sub-committees in promptly furnishing the necessary information, statistics and other materials required for preparation of this Report.

The Committee also acknowledges the painstaking work of the designer and publisher, M/s Canonfire, Bhubaneswar, in bringing out the Report in its present form.

It is our earnest hope that this Annual Report will provide a meaningful account of the institution’s work during the year and will be of value to all stakeholders and readers interested in the administration of justice.
